Maurits changed that a while ago as that's the new python packaging preference. (It used to be .dev without a number).
The number isn't an svn revision, btw. You'd get a -r1234 appended by setuptools if you enabled svn revision numbering. The version inside the setup.py would, even then, remain unmodified. The svn revision is just appended to the current version.
So: no, it's not a revision :-)
Maurits, do you have a pointer for the new numbering? I only see http://guide.python-distribute.org/specification.html and that seems to suggest to use the revision as the number (which doesn't work with git, btw).
