If you are looking for an easy way to install Mapnik via binaries, see mason. and install mapnik like:

mason install mapnik 3.0.13

If you are looking for debian scripts for packaging mapnik, see https://github.com/mapnik/debian

These contain obsolete bash scrips from compiling mapnik dependencies and mapnik itself. This project has been replaced by mason.
