Thanks for your PR. I don't recall what was broken. I have a colleague who is going to test it out with your change to see if it works. :)

This is not an oversight.
CreateTestCaseForDataRow will only be called if a TestCase will be created for each data row. For that to happen, PreEnumerateTheories must set to true and all the theory data must serializable.

The reason why it fails at command line is because xunit.runner.console always sets PreEnumerateTheories to false.
