OJS needs a public front page

Search bundle with indexing features.

Should work with ElasticSearch for now.

Ui improvements:

• responsive design
• mobile web

• 1 step (author -> editor <-> author <-> editor -> publish)
• Basic academic review ( author <->editor <->reviewer<->editor[ <->author <-> editor]->publish )
• Academic review with extra steps ( author <-> redaction review <-> language review <-> editor [ <->author <-> editor] <->reviewer<->editor[ <->author <-> editor]->publish )

We should use a package manager for the assets.

Interests records should be a separated and controlled entity.
