Questions:
How far back can we go for each reservoir?

We only need to do this once, but this is likely the most time intensive part of the process of getting our data together. We should be able to get the daily levels and simply amend the historical data over time.

Currently we are developing the layered svg map of CA in the california folder of the repo. It's not incorporated with our rails configuration yet. I've been looking at different zoom to bounding box examples, but haven't been able to figure out how to get all layers of the rendered map to zoom together.

that is the closest I've seen to something that models zooming the entire view, but it seems dissimilar enough from what we're doing that I can't follow.

It might be that we will have to use zoom differently, or not at all. It could be that the code needs to be refactored so that the entire file is being generated in one go, which I've seen demonstrated using queue();
