CI workflow writes null to structurizr-cli-latest.txt file
check_upstream workflow writes null to structurizr-cli-latest.txt file, if it couldn't fetch upstream version using curl.
This causes false PR creation.

CI doesn't tag docker image as latest
CI doesn't tag the docker image as latest when pushing tags.
Build is failing
Looks like the build is failing on libssl dependencies (the release numbers have changed):
libssl1.1==1.1.1k-r0 \
libcrypto1.1==1.1.1k-r0
Will you tag version v0.0.4 (with structurizr 1.9.0) as the latest release?
