Remove Pa11y Rules

Ignored these rules to fix some other issues but these should be updated across all templates.

White BG on sidebox templates

The wrapper around the sidebox is appearing white. Set to transparent like the aliumni templates are.

The templates are 2019 Email Templates LO campaign folder, and the two fixed templates are:

Letter Template w Image FYE COPY 9.10.21 (fixed from OLD - DO NOT USE Letter Template w Image JMC COPY)
Letter Template w Centered Callout FYE COPY 9.10.21 (fixed from OLD - DO NOT USE Letter Template w Centered Callout)

Can you please take a look at the new templates and make sure the rest of our templates are updated as well? Jenny sent me this as a reference for the templates you created for us in 2019. Please place the new templates in a new LO campaign folder called 2021 Email Templates. Is three weeks from now doable (October 4) to complete this?
