Enable -y and -d flags to let the user specify which solution to run:

• elver -y 2019 runs the latest solution for 2019
• elver -y 2019 -d 5 runs day 5 of 2019
• Any invalid year/day shows the user an error msg

As a developer, I want my code to be checked by CI, so that it can prevent bugs and code style issues.

• Runs on push and pull_request to master
• Uses gofmt to check for formatting
• Uses goimports to check for imports
• Runs go build to check if it compiles
