Yes, you're right that PhantomJS can often be much faster than Puppeteer. The trouble with PhantomJS is that it doesn't work for most websites that use modern Javascript and is getting blocked quite heavily by anti scraping software.
We still keep around the Legacy PhantomJS Crawler actor, but integrating PhantomJS into the SDK is something that we do not plan to do because PhantomJS itself is discontinued and we do not want to commit to supporting legacy software in the coming years.
When we need speed, we use Cheerio which is much faster than PhantomJS. When we need JS rendering and user-like behavior, we use Puppeteer. There really aren't that many sites that work in PhantomJS and not with Cheerio anymore.
