In the latest code, the ROS environment will be created when you start to build with command
bash apollo.sh build
inside the build docker env.
After build, please source the setup.bash by
source bazel-apollo/external/ros/setup.bash
Apollo uses the ROS library specified by third_party/ros.BUILD
file. Therefore, the environment should not mix.
But please let us know if you observe any "environment mix" problem. Thank you.

in dev docker, it won't be able to find the ros distribution installed outside docker. So the rosversion output is expected in your screenshot. As @startcode mentioned, with latest apollo code, you should be able to pull the ROS release package automatically during build process.
