While this is in line with our most recent design direction, I understand that enabling this behavior in a demo can be problematic. I think it's worth talking about with all the design folks.

I think it would make sense in all cases to make an area visible in some
way when it does not yet contain any content and has the "add content" menu
disabled (textOnly).

Ah, okay, thanks for clarifying. That does seem like a weird edge case. @stuartromanek has mentioned populating empty text areas with filler content, e.g. 'This is an editable area'.

closing this, empty areas have initialContent and their controls are visible
