For a client

project I ended up overriding via CSS and putting the buttons at top and bottom of the area respectively (you're actually looking at a lockup, hence the multitude of buttons)...

However, a better solution IMHO would be turning the buttons into a "Down Arrow" button that drops down the possible actions if there isn't enough space.

This could also prove as a long term solution for overcrowded buttons in general (for instance, 3 buttons + the rest as a dropdown)

I think you have a very valid point here because we put lots of buttons on
the locked widget, which might be quite small by design.
