Move container to dockerhub
It's easier for others to pull from dockerhub, github requires private keys even for pulling
Add rest api docs
Move top dependencies and configs in individual packages
In this repo I defined some dev dependencies and configs at the top (tsconfig.json, babel.config.json) and extend them in individual packages. However this makes it a bit confusing to figure out exact configs of each packages and how the repo is compiled. For example runnning tsc command at the top will ignore tsconfig.json files in individual packages.
Fix npm publish
npm publish failed due to some Forbidden error, need to fix:

Rename package names to ipfs-pinner
Need to change package names / readmes to ipfs-pinner (previously ipfs-background-service)
