Experienced a similar issue with 2018.1.0f2.
Things worked here after modifying some things in the Unity Editor:
- created the player-bullets and enemy-bullets layers,
- set each of the villain and fighter prefab layers to the corresponding newly created layer, and
- edited the Physics 2D Settings (via Edit -> Project Settings -> Physics 2D) so the checkbox for player-bullets / enemy-bullets was unchecked
Have yet to defeat the enemy / villain...
