I don't think 0.00000001BTC Payments will work, since it is a dusted transaction. Maybe mention dynamically evaluate the amount for a dusted transaction instead?

As stated here, the anonymity of the voter is handled by the Election Authority so they are the single point of failure of this system's design, because the Election Authority might be departed already.

Since this was the heart of the design, this project can not be realised in total.

Interesting implementation. I would like to enquire regarding the candidate registration at the 3rd schema. Can you clarify why those candidates are given 2 satoshi for their registration?

Also, how do you think rigging can be eliminated from this implementation? For instance, 10 voters created 100 different bitcoin addresses on their own, for voting purpose.
