Math.ceil(-0.9) returns 0. Similarly, ceil(-48, 60) should return 0, except that it returns -60, which is not the expected behavior.

In the case of trying to round an odd number to the nearest 2, we need to be able to configure which direction the round goes in

To start with we need to support rounding half up & half down. Half up should be the default if not specified
