Floating navigation

Make floating navigation. Not a priority because the page is short, but if on the left or right side you could add a non-intrusive floating nav it'd be nice. Especially if it followed along with what section of the page you were on.

comments broken

They don't work anymore. I think it's how I configured the URL. I will fix it eventually. I also kinda just wanted to make an issue.

"More Projects" Page

Make a new page (in the navbar?) that links to ALL projects, and let the projects at index.html be highlights.

Adding target or whatever to make the links in the about page open in a new tab. Can probably add with <a></a>.

style(portfoYOU): refactor single page layout

Refactor the janky fix to create a single-page layout website into a yml on my portfoYOU so that I can contribute the changes upstream. This issue lives here because my fork cannot have issues.
