I'm looking at this. It appears that the service is hitting an error trying to get the device data from IoT Hub which is blocking further processing (which is why the device and group aren't showing up). I'm trying to determine why, but I see multiple instances of the error. I'll keep investigating.

Ok it looks like the IoT Hub is missing required Device Update permissions for the service to access data in the module twin. You can go through the following documentation to see how to add the required permission: https://learn.microsoft.com/en-us/azure/iot-hub-device-update/device-update-control-access#configuring-access-for-azure-device-update-service-principal-in-the-iot-hub
I'll take a follow-up to see if we can surface this error to users.
