Version 2 complete

Minor fixes and add'l JS code

• JavaScript for header collapsible menu incase can't use script src or CDN
• Add a side pop up menu for smaller screens
• Fix mobile responsiveness to show navigation tabs as wrapped rows or fit content for width of button
• Integrate into FS dev env
• Minify and purge unused CSS and check LH scores
