Something like --allow major | minor | patch
Allowing major updates allows all of them, minor allows minor and patch, patch allows only patch updates.
To update oldest repos first see timestamps in https://api.github.com/users/bahmutov/repos

to make sure the temp folder is not growing without a limit
Please consider using the dry run term instead of push fase, it's a commonly used term in CLIs and (imho) clearer as to what the action will be.
Probably get list of modified files, see if package.json
is in it.
For example if we do not want to update check-types

For example, github can return 100 repos for the user, but we want to update only 10 oldest. Should be next-updater -N 10 -u <username> --sort oldest

Read list of user packages published on NPM, then fetch github repo for each,
