brt cores rebar3

running any command with BRT seems to crash rebar3 (rebar 3.5.0 on Erlang/OTP 20 Erts 9.3)

Add a "find branch" command.

It would be helpful to have some manner of find branch capability to:

  • Find repos where work is ongoing on a particular issue.
  • Determine whether a proposed branch name is unused throughout the tree.

Assume "raw" dependencies are legitimate.

Presently, rebar3 brt-deps --check and rebar3 brt-rc don't handle raw dependencies properly.

The logic should be that a raw dependency is always legitimate, as by their nature they're unlikely to show up as a true application dependency in xref.
