Added "only: changes" to GitLab
Hello 👋
GitLabber here - just so you know we added a feature to GitLab CI/CD that is related to this repo called "only: changes"

Using `npm` commands in lerna managed package directories is ill-advised
Was running into issues myself with the npm install portions of my build in gitlab ci throwing 404 for dependencies on other managed packages. After searching around I happened upon this thread: lerna/lerna#1229.
From here forward I'll just be hoisting, bootstrapping, compiling and THEN simply run my lint and test jobs - no need to enter each managed package and run npm install for each.
