I am not sure that this makes sense... the scaling option is meant for changing the
final output; personally, when viewing and editing the image I think it makes sense
to keep as much detail as possible.

Likewise, if you set the scale to 200%, would it make sense to enlarge the view? 
Personally I don't think so.

Any comments either way would be appreciated.

This is what i am talking about:

About position:

If, for example, you zoom in to the center of image, and then go to transform->resize
and set the scale to 0.5, you will see not the center of image, but the lower right
corner. This not what desired. I want to still see the same object.
Do you agree with this?

About zoom:

If you zoomed to 1/4 of the whole image and after that resized to the scale of 0.5,
you'll see not the 1/4 of image, but 1/2. Now it keeps zoom the same in terms of
pixels, not the part of the image. I am not sure this is good, but there could be
different opinions.

OK, I see what you meant, sorry I misunderstood before.  Still not sure which way is
correct... I think I will have to defer to Gabor or one of the other developers on
why it works the way it does, and whether this is by design or not.

I agree with Ilia, I would prefer RT to show me the same section of an image when i
resize it. It's a low priority issue for me, but I would prefer it to be that way.

The viewport does not seem to change on resize, so the original bug seems to be solved.

However, I found another bug while I was testing this, please see issue #370.
