Create cli for running the command

Summary

Currently, the tweet is triggered by the main function.

Steps to reproduce

  • Deploy on Heroku

Current result

  • Tweet at deploying on heroku

Expected result

  • Tweet only when cli is run by the Heroku scheduler

Create 7 days memory

Why

  • Even if unlikely, the same quote can be tweeted 2 days in a row

What

AATweeterUser, When I go to Twitter, I see that there are no same quote 2 times in a week

How

  • Build a 7 days memory object (pickle ?) which keep in mind what has been tweeted in the 7 previous days
