Hello,

I'm trying to use boost as a dependency in building CGAL over here. The building process seems to be working fine, despite a few warnings one can ignore which are independent from Boost itself.

Alas, upon attempting to build boost on Windows (10, 1809 build 17763.615, x64 arch), the build process halts once it attempts to dlopen("libboost_locale"). I can also confirm it is the only dll that can not be dlopen-ed.

I'm not sure if this is a consequence of attemping to use cross-compiled binaries or not, so I'm not totally sure if the issue pertains to the builder, i.e. the build process, or if the cross-compilation alone is the issue here.

EDIT: Can confirm it happens with 1.70 as well.
