package_blat_35x1 broken about galaxytools HOT 4 CLOSED

I fixed that. The problem is and was that I'm not allowed to host the binaries elsewhere. That means using the original URL looses reproducibility. And actually the name of the repository may not be correct. Do you have any idea? Should I create a simple blat repository without version? I uploaded the new version to both toolsheds. Thanks!

Downloading the source and compiling (as in my alternative version) may be "more reproducible" than downloading the binaries in this case.

I did some fixes and now it's installing fine on the Test Tool Shed. I also committed the fixes here, if everything is fine for you we can update also the main Tool Shed.
