Add the readme content for the project

The Current readme doesn't talk about the project at all

Things to be added:

  • High level and detailed description sections
  • How to usejcoat
  • Roadmap of development

These things should be reflected in the readme of the project for users to understand

Add the options parsing functionality

As jcoat is currently a command line executable the options passed to it should be parsed and the program should work according to the options passed to it.

To start off with jcoat should atleast print help and display what all options it has.
