timezone conflict

There is a problem with timezone conversion. For example https://notebooks.gesis.org/binderlaunches/#?from=2021-03-01T00%3A00&to=2021-03-31T23%3A59&desc=true&repo=%3A must return launches happened in march, but it shows launches until "4/1/2021, 1:59:00 AM"

not able to install the helm chart
