Enable rangers select LGA and PCP during registration.

It takes two different values for new password and confirm password. But resets password with value in new password.

1. When a ranger does not enter an email address for the client, use the phone number as username.

2. Send username and auto-generated password to client by email if the client has an email address

Use the same template as save4loan

Admin should be able to download the enrollment details with the provided template.

There should be a side menu on the templates/client/base.html with the following links:
profile (url: /client/profile/)
dependents (url: /client/dependents/)
premiums (inactive for now)

1. Add voters card and international passport as means of Identification.

2. Enable rangers select LGA and PCP during registration.

3. Generate username/password for client registered by ranger.

4. Upload pictures of dependants.

If user is a client, authenticate and login the user then redirect to client.profile view.

Ranger should be able to register a client with only a Phone number, only an email address or both. So, that a client can easily sign in with any of those details without needing the other. This should be possible on both the Web and Mobile App.
