Yeah, I think it'd be useful and we don't want to overload stop for that, so a separate command makes sense.

It should take the same arguments as stop and follow the same behaviour.

I'd also recommend it be called "restart" rather than "reboot" as it would better fit with start and stop and also apply to other resources should we once manage other resources types which can be restarted.
