i ran blender as admin to fix this.
The write access is inherited from the permissions of your 'C:\Program Files' folder.
another fix would be to install blender in another location that has write permisions for the user.

Can confirm restarting blender as admin fixed this for me

Dependency installation is no longer required in the latest versions.
