I spotted a think action that has do_actor and a say_actor, but not a think_actor. Is it an error? If not, what does it mean?

See e.g. the following in ICBe_V1.1_events_agreed.Rds:

sentence_span_text = A crisis for Ghana was triggered in early March 1960 when a draft constitution for the Republic of Togo was uncovered by Ghanaian government agents.

do_actor_a = Togo
do_actor_a = Ghana
think_actor_a = NA
say_actor_a = Togo
event_type = thought

In general, would it be safe to assume that every action (do/say/think) should have at least one actor from its respective type? I.e. whenever that is not true, can I assume there has been a mistake in the data-entry and disregard the whole row?

The 'interact_location' variable is a combination of relative locations ('coast of target') and exact locations ('Siberia'). Should be split into two different variables.
