wp get option xyz could return the string 'array', which is great if you're a human, awful if you're a bash script
wp option get xyz may return the string 'array' if it's a PHP array serialised. This is great for humans, but awful for automation. This plugin provides a way of getting and setting option values, serialised and base64 encoded to prevent corruption. This plugin is intended for bash script automation not human readable values.

wp serialised_option import --option="twp" --value="$data"
When you update an option, but the option already has that value, the WP API returns false because no update took place ( because it wasn't needed ). This is then interpreted as an error and a message is echo'd to the terminal.
While this doesn't break the functionality, it can be misleading ( and alarming to the uninformed ).
Fixing this issue would involve retrieving the option and doing a check prior to update to detect this scenario
