"Medium" screen size settings should only apply when screen width is between 600 and 900px. When screen size is more than 900px, tabs should not be collapsed into a menu button. Logo and tagline should always appear on left. Something wonky is going on here.

On "case details" page, "Minority Opinions" header should only be shown if there is data to display for the section.

We want that built-in babel and webpack functionality, and besides, we want to stay up to date with current Rails version.

Note that images are currently being stored in 2 separate places - S3 bucket, and the assets folder of the app. Ideally we'd just be storing the images all in one place, but fixing the broken link is the priority.
