It's quite common to have many top level modules/ packages (the design I'm working with right now has around 77).
Picking by name is probably the most useful. The 'first' one doesn't really mean very much other than maybe what the compile order happened to be? If TOPLEVEL doesn't match any unit, maybe abort and display all the available toplevel names as part of the error?
