I'm unable to bootstrap colcon using only powershell on windows 10. After the first invocation of colcon the prefix.ps1 script does not exist.

To reproduce, save this script as bootstrap.ps1 in an empty directory and call it from powershell.

In install there is a prefix.bat script, but no powershell script.

I've noted that sourcing setup.ps1 (Windows powershell) generates a spurrious error. This error has been fixed in PR 27, but has yet to be release. Can someone please update on when this might be release?
