3 params: MaxStorageDays, RestingTimeP, RestingTimeN are hard coded in the main initialization method. These should be broken out into a file to be easily configurable by the user.

just be doing the continue inside the loop if fishingIsClosedBy.... returns true and not messing with the boolean variable

I tried a sweep on base year:

a) How do you de-activate the "sweep file"? Deleting the file name seems to work; not documented.
b) Tries to write output from all runs to the same file, which makes a mess of it.

the change regulations and species tools crash if there is corrupted data in the corresponding csv's.
