Download and install mediagoblin_picscout:
pip install https://github.com/commonsmachinery/mg-picscout/tarball/master
Add the plugin to your mediagoblin_local.ini:

api_key=<key provided by PicScout>
Run ./bin/gmg assetlink to create symlink for plugin resource directory.
