你的问题很清楚。
抛开tf不谈，从逻辑上讲，测试的确要使用训练之后的weights和bias。
我感觉一个tf的variable或者tensor的生命周期是整个Graph的周期。具体的不知道官方文档有没有讲。
你用tensorboard将计算图画出来看也许可以更好地理解。可能是tf的Python API使用的这种骨骼精奇的编程范式让你感到很迷惑吧。TF抽象了很多概念，将细节隐藏了。我也还有很多不懂的地方。
