Attempt at converting the carto repo that uses TileMill over to Mapbox Studio (previously known as TileMill2).

Main differences

All work will be done using Vagrant. This way data, paths, and configs will be consistent among everyone trying to update that map. This will include the code/versions for tools like osm2pgsql and Mapbox Studio so we don't have the "well it works on my computer" problem.
Mapbox Studio requires setting up each Moabi layers as both a source project and a style project. For existing layers this will all be setup for you.

migrate existing Tilemill layers

Setup Vagrant

Can use the crowdcover/carto Vagrant as a starting point. It should

Setup the osm2pgsql database and sync latest data
Download and run Mapbox Studio as a server from the VM
Use a virtual folder so studio is a running off the carto2 git clone on the user's machine

This means as long as the user is able to download and install VirtualBox and Vagrant, we will get a consistent experience, and won't have to worry about postgres, osm2pgsql, and studio versions.

Without the vagrant setup users would need to install PostgreSQL, PostGIS, osm2pgsql (not really possible on Windows), Mapbox Studio w/custom config for file paths.
