The Shakespeare reference count is wayyy too low. I say bump that up to a nice even 40, but otherwise don't see any issues other than the obvious.

This program uses the random module from the Python 2 standard library. It very clearly states in the documentation:

being completely deterministic, it is not suitable for all purposes, and is completely unsuitable for cryptographic purposes.

Also, it's using Python 2. May I suggest upgrading to Python 3 and using the secrets module?
