Are you using a freshly FAT32 formated SD card? Try a few different ones, some cards don't seem to work reliably with the ESP32...

Presence or absence
SD card does not affect this, I tried to change. I don't see the CLK signal on the SD card, the ESP32 doesn't seem to be accessing it at all

Can you connect a USB cable to the monitor and start a terminal to capture any error messages on boot/reboot?
