Update following DARMA-tasking/vt#416

Most of the repositories handled by auto.pl will just have make or equivalent run in their foo-build directories when re-running the script. Somehow, gtest is an exception, that gets cloned, configured, and built afresh with each run. This then causes the checkpoint and vt tests to also rebuild, since they're dependent on gtest.

We're disabling the detector for Intel's compiler, since it falls over on that. However, there's no option for the top-level build script auto.pl to skip over it so it doesn't halt the build with its newly developed failing test.

This coverage option permits to force the gcc compiler for every VT dependencies and prepare VT for code coverage compatibility

It still tries to clone the old repos. Fix it.

Remove build-fmt.sh and build-cli11.sh because they are no longer needed.

The Kokkos build script used by vt-auto-build is not compatible with current versions of Kokkos.

With DARMA-tasking/vt#301, we no longer need to build and link against fmt and cli11, so remove them from vt-auto-build.
