As reported in kellyelton/OCTGN#335

This should be a function that each player can use at the start of the game. The function will do the following

• Put down 3 domain token on a predetermined place on a player's side
• Shuffle the player's deck and draw 8 cards to the player's hand.
• (Generate a shared Story deck for the players, shuffle it and deal 3 cards face up on the table - Not sure if I can do this, but I'll give it a try. This way they don't have to include story cards in every deck)
• If the above is not possible, then I will make it so that the player 1 only will also deal 3 cards from their story deck to the table.
• Randomly choose and announce which player goes first.
