function terminateInstance should first collect all spot market request before it's created_at timestamp. This will also include zombie spot market requests (we shouldn't have any though).

It should pass force_termination=true query param to the endpoint. https://api.equinix.com/metal/v1/spot-market-requests/{id}?force_termination=true

We should still delete the self instance. I've noticed that the associated spot instances might not get deleted with force_termination=true.

Maybe also specify end_at when creating the spot market request. It should be <60mins.
