That's the minimum, yes. Ideally they would also have reStructuredText-style documentation of parameters and returns too.

You are welcome to give it a go. There are a couple of PRs pending though, so you might want to wait until those have been merged in before tackling all of them. And for clarity, try to do one commit per docstring.
