Example 1:

reference start with several capitalized characters, the neuron format will convert it to only the first character capitalized style;

Example 2:
reference contains "", it will show as two right double quotes in tex produced pdf.

Example 3:
even worse, when the reference start with "Mini-mental..., both the left double quotes and the capitalization will show in false format.

You see, the comma not colored.

I noticed some problems with the jneurosci.bst file. E.g., the author's initials are not combined, e.g., currently there will be Smith, A.D. instead of Smith, AD as required by The Journal of Neuroscience.

I noticed there is bst file solving this problem out there:

I adjusted your code to work with this package (even though you will have to use custom citation instead of the natbib commands), would you like me to send a pull-request?

The bibliography command creates a section named "References". You have another section command "\section*{\referencestitle}%" which results in a duplication. Uncommenting this line works perfectly.

I modified this in neuron.cls:

\usepackage{amssymb}
\renewcommand\methodstitle{STAR$\bigstar$METHOD}

But it looks strange(left from Tex, the baseline of the star is lower than text):
