Create React components that communicate with backend (#1) using react-query.

• /skills/ should list all skills, showing their dependencies.
  • User should be able to create a new skill.
  • When the user clicks on a skill, they should be able to:
    • modify the skill.
    • create a new skill that depends on the skill
    • create a new skill that is required by the skill
  • (optional) the skills will be visualised as nodes in a graph.

For now, all components will be rendered by clients. Some logic may move to server-side as recommended by Next v13.

Create an API route at /api/skills with the following specifications:

• GET method returns all skills matching the search parameters
• POST method creates a new skill from the request body

Create an API route at /api/skills/[id] with the following specifications:

• GET method returns the skill matching the id
• PATCH method modifies the skill
• DELETE method deletes the skill
