Currently the public API fix all provider is not tested by unit tests.

Simple repro:

Public Class Class1
    Public Property A As Integer
End Class

Expected:
Analyzer complains that 'A' is not part of the publicapi file.

Actual:
Analyzer does not complain at all.

Currently the analyzer is disabled when either public API document is missing from the AdditionalFiles collection. In this situation, the analyzer should treat the file as empty, and the code fix should automatically add the files to the project in cases where the file should no longer be empty.

Currently the test framework only supports texting code fixes where the fix is applied to the same document where the diagnostic is reported. The framework should be updated to support testing fixes (including incremental and fix all operations) which affect different and/or multiple documents (or additional documents) within the solution.

In a WPF control library project:

Clicking on the warning in the error list navigates to the document and makes the error go away but closing the document and rebuilding brings it back.
