Google map API has free version but limit daily visit access https://developers.google.com/maps/documentation/javascript/usage#usage_limits compare of free and bussiness version https://developers.google.com/maps/licensing , OpenStreetMap is totally free

We're budgeting for 45 users/day. I doubt they'll use more than 100 map views each, so Google or OpenStreeMap are both good.
